You can try other ways like hiding the link with an image or hiding the link with another redirect link. I see many people are doing it very effectively.

I run gambling ads in europe and they also choose the registration completion campaign

but some people use campaign between sales campaign or leads campaign an then use completed registration

Target individuals with interests related to gambling, gaming, or other relevant hobbies.
 
We are from philipines , sales- registration complete (pixel) is workable, but better result with app install
 
This method is being used by many people and it works quite well.
 
I am also using this method. I want to learn more ways to do it
