You can try everything and see whats better (I'd suggest you to go with youtube ads)

It really depends on the kind of video and the kind of niche you are into, if you think you can target the right audience using Facebook ads and get better ROIs, feel free to. Is it gonna be easy? Definitely not. Is it worth it? Surely.

Why not prefer YouTube ads? That's another question you need to answer yourself before diving into FB ads.
