Facebook Ads for BH audience targeting.

So I've been wondering.
Is there any special method when it comes to the Black hat audience?

The campaigns would be white hat products but let's say I want to target gambling, casinos etc on Facebook audience.
Have I missed something regarding facebook policy?

Seems I've kept getting blocked and restricted when I've been just doing legal Facebook campaigns.

Do they flag campaigns that choose this targeting?

I'm kind of clueless
