Facebook ads for a politician

Has anyone ever ran a Facebook ads campaign for in India for their local politician?

Asking because my brother is an MLA and we want to attract more voters and considering the amount of good work he has done in his area...

The election is in 5 months time and the area has a population of around 400000 people...how would you go about doing it?
