Don't get me wrong, but people who create ad account, don't usually sell Bill failed account for safety reasons.

The ''trick'' to activate them is public and everyone know it.

This method is a big reason why FB has made it so hard to make/sell ad accounts. Stolen cc's are NEVER good for business.
