It is difficult to run advertisements using a personal account nowadays, and you can only choose an agency advertising account that charges service fees.

I don't think so. Many personal advertisers still work normally, of course with a low budget of under $1500 a day. If they want to spend more, they need to manage many accounts or higher limits that suitable for agencies than personal work
Black hat is difficult and it's easier for people who need support
 
I don't think I've been deactivated for placing ads on my personal account.
So you don't have to worry.
 
I see many personal advertising accounts running quite well. It depends on how strong your account is and the type of offer you are promoting.
 
I still use personal accounts. It's working fine.
 
Agency accounts are rare and expensive, but the quality is not much better than personal accounts.

Man, I think that's not entirely true. because recently facebook is scanning very strongly so most accounts are disabled
 
Facebook as a whole lost a lot of traction. Many people realized it went from a cool way to share moments with your friends and family to a glorified billboard where companies just pay to play and clutter your feed.
 
If it is white hat advertising, you can absolutely use it on your personal advertising account.

Personal accounts still work normally, these days the accounts are quite stable and if you have problems with dead ads on multiple accounts, you need agencies to provide accounts and support for advertising campaigns. Ads will run smoother and more effectively.
 
I don't think I've been deactivated for placing ads on my personal account.

Using my personal account for ads purpose, it's running normally.
I've had some payment issues lately where my payment didn't go through to my ads account. I had to reach out to their customer service to sort it out, and it took about 3-4 days.
I might need to find a different way to advertise.
