this still happens often, have you changed your payment card? or still using the same card, try using a credit card to see if it is better

My resources team somehow still be able to add payment method without killing the ad account. I look on the community, they are suffering the same problem
 
Maybe you're on Facebook's ban list? I would try creating a new account from a different ip address and add a different card
