Yes it is possible to do with Facebook ads, but you will have to collect data first where conversions are possible. If it is the visitors which are low, you may want to check your creative ads to make it more attractive in the first place.

To create a lookalike for an audience, you need to have audience at first place, the way to go here is to install fb pixel on your website then create a custom audience for PageView event, let it warm a little then create a lookalike audience for that audience to extend your list broader. However, you must consider that it would be useless to create a lookalike audience for peoples who visit your site because the way fb work is that it looks for others fb users who have the same behaviors as your audiences even if they didnt visit your site, a visitor can be anyone so it would be beneficial if you create a lookalike audiences for more targeted audiences : peoples who purchased (if you got an ecom) , peoples who engaged with content (thise who share,like ...etc) , fb has an extension that let you setup custom event so that would help.
