facebook ad bids?

WHat is the strategy for bidding CPC on a new ad campaign in facebook.

I've heard 2 different approaches:

1. start out really really low

2. start out a few cents over what FB recommends per click, what the campaign like a hawk and then slowly drop the CPC

any recommendations?
