This error means that your account is not suitable for the campaign, in other words, it is not suitable for the product you are advertising. You should replace it with another account to ensure the desired results.

I haven’t tried deleting and resubmitting before. Did that fully fix the issue for you, and does it affect the campaign’s delivery in any way?
