Depends on the reason of why it's banned. If your IP is flagged for botting for example the new account will probably get banned again. Only you know what you have done so we can't offer more information about this.
 
Don't use the same images from the other account on the new one.

You will not be banned when using a new account, if you do not violate Facebook's policies.
 
I think it's better to rent an account, creating a new account is often very weak.
