When creating an account, you can still create it using the previous method, but after about 1-2 weeks, FB will check the phone number again and will not allow you to remove it or use email to open it. They're crazy now ((((

Does not work anymore. I tried with a fresh clean phone that has never signed on any social media accounts, and using 4g I created a personal account and immediately after account creation they asked for photo verification or lock you out.
 
Bulk Account create or Personal account? Which One?
 
You can create it the usual way but it will be very easy to get your account locked orders
