A 10% payment threshold error on Facebook means there's a problem with processing payments when you reach 10% of your payment limit, often due to insufficient funds or billing issues. Not sure if older accounts could be a fix to this, you can try exiscale.com to help with scaling up.

Yes that's right. The new "feature" only exists in newer accounts.
