Buying accounts is easiest, or you will have to invest some money in the phone numbers, the free ones will eventually die again.
 
I can buy a sim cards from my local shop 2eur each and verify some myself but to do it bulk I think it's taking too much time :)
 
i am shocked no one has mentioned pvanumber (.) com

their numbers work great - I've used them for Craigslist, gmail, and facebook.

i had to make sure i had a real USA number (not one from the phillipines) because the websites are getting smarter and blocking international PVAs

i use their new SMS feature so i dont have to worry about phone calls.... just receive a text.
