I see a lot of people putting these so called "extra tags" at the bottom of their descriptions. Is putting them there worth it?

It doesn't hurt, it can only help, so why not put a bunch on each video.

Yes, puting tags or hashtags with your main keywords in Descriptions, Web 2.0 descriptions, Blogs or Social Media websites definitely help in optimization and search.

Youtube can sometimes make your video private for using unrelated or spam keywords, and yeah sure it can help you bring some traffic.

Tag spam will likely get your account closed at some point.
