Most of the expired domains are deindexed, while google does deindex the sites, once you put it back up, Google looks for the old files again. This is probably a bug everyone can use to their favour, so I would suggest you to buy a new domain, build it in your favour. This will reduce the risk. It is not possible to index again if the expired domain is deindexed due to some spammy links I would suggest you to do some research on it and find the history of the site. If you are satisfied with the site then go ahead for buying it

Expired domains have been unhosted for quite a while and there is no content to crawl and index. And search engines usually don't index the default registrar pages.
If's a good sign if a domain is still indexed, but even if not, it's usually not a big deal.
Just host it, put on an original article or two and voila.

For these expired domains, indexed or not, you should always check for previous penalties. Then decide whether such purchase will be beneficial to you.

Before buying expire domain check its backlinks. If the backlinks are powerful and related to the niche then go for expire domain it will rank fast as compare new.
