Expired Domain Trick-Anyone think this could work

I've been on youtube and there is this video (in hurdu) where a guy buys an expired domain with an old date in as it has thousands of great backlinks.
so like diwali2015.com
He then redirects it or uses it has his PBN to his real Diwali2019 site.

Or something like, as I can't understand, just trying to follow him on the screenshots!

What do you guys think of this tactic?

Also, do you even need relevancy?
Some are saying it's irrelevant if your 301 redirecting!

What's your opinion on relevancy?

If the domain having backlinks with your anchor text, redirecting will increase your site ranking for those terms.
In each other way, there will be very low benefits.

Also you must make sure, that domain don't have any penalty, because redirect will move penalty too.
