Expired domain suggestion

I have come across a Domain which has all the SEO metrics good and acceptable (DR,DA,TF,CF) . But pertaining to DR the TF is not aligned, as DR is above 60 whereas TF is 9 and the referring domains include microsoft, adobe, wikipedia and others as well. So why is that ?

Moreover if I use the search operator in google:
site:domainname. com I see:

Your search - site:www. domainname. com - did not match any documents.

Suggestions:

• Make sure that all words are spelled correctly.
• Try different keywords.
• Try more general keywords.

But when i search "domainname. com" I see a lot of domains which have mentioned this expired domain.

What does this mean?

Should I opt for it or not, as I cannot check Google Penalty for the domain, if someone can help with checking Google Penalty for the domain.
