expired domain restructured pages without content?

Hi
everybody. I have acquired an expired domain at an auction and want to 301 to my mainsite which is in same niche.
So far I have restored the page urls of the expired domains but without content. Is it enough to redirect just the urls or is it better that the pages have content as well.
OR make it a pbn site?

Would you wait for the pages with new content to be indexed and then redirect?
