Hello i want to know where you buy your expired domain ? Do you do it by yourself ? Because i tried but i feel like it's a big pain in the ass.

Also i will make my PBN in french, if the previous website was in english there is a problem about it ? Should i looking for expired domain where the website was in french for more revelance ? I Built some already but i still wonder about this question.

You can repurpose English domains and build French sites on them. It'd be sufficiently relevant if done that way.
