How would I know If the expired domain got algorithmic ban / thin content ban from google?

Check domain in way back machine and its link profile. But you never know unless you register that domain

Domains by companies and institutions are the best. This domains shouldn't have content ban from google.

Anchors, historic anchors, backlinks, hosting history, archive, domaintools screenshots. And that should suffice to evaluate the domain with 99% certainty. Of course, problem is knowing what to look for.

is the backlink profile is clean, meaning no spam . no JP links, no CN links, no dropped, redirect backlinks usually it is good to register!

Backlink profile can be clean and all can seem to be good, but the domain can still be banned.
The best way to find out is to buy the domain.
