Expired Domain Penalized,Should i Reconsider (or) Move on ?

I manually found a domain which has good stats,The thing is after registering the domain i added it to the webmasters and to my surprise the domain got manual actions [Pure Spam - Duplicate Pages].The domain is a health related domain and has resource links from Hospital Websites.There aren't any spammy links or GSA links.Should i reconsider (or) Move on ? Does google actually go through the domain and lift the penalty if i create some posts and put a reconsider request ?

It is very hard to continue with this domain, the best idea is to buy a new domain.

As I guess if it got manual actions then it'll be difficult to fix the issues and bring it back but not impossible if you really want and follow webmaster guidelines.

Yeah, I suggest to move on.. it's really really hard to recover from a manual action and a full recover doesn't happen a lot.

Best to skip that domain and go with new domain name.

There are way to recover that domain, But it is a long time process, There is more time value we need to spend on it. If want this same domain name.

Considering the manual action is due to onsite factors, not offsite, I would advise you to send in a reconsideration request. You can say there's no more spam on the domain, they'll check (have a nice website setup) and lift the penalty.

Offsite ones - bad links type penalties are harder to deal with.

Do NOT leave it alone and move on.
Expired domains are pure gold. I buy spammed domains constantlly. Not all obviously.
There is few reasons why I do that.
If you do it right you can have great use of them. If you did good research and found out it has duplicated content than work on removing penalized content and submit website to Google for penalty remove.
Other option, remove duplicated page, set website up on server and let the time go by.

What you do in the meantime?
Let's say domain is healthytips.com, put keywords like:

healthy tips
tips for health
effective healthy tips

In keyword tracker, mark to check also other search engines. If the website show up in SERP somewhere than is great sign. you can use it as strong PBN as example. I wouldn't use it for money site if website can't reach 2nd or 3rd page.
Remember that this only Google penalty, have you checked Bing and !Yahoo ?
