Let's say I get an expired domain but most of the backlinks point to inner pages. If my 404 page then has a link or 301 back to my domain, will those backlinks give any power?

A 404 response cannot be a 301 at the same time. Unless you mean a 200 OK page, pretending to be 404, without actually sending the 404 status code.

Setting a 301 for all broken links to the homepage is a pretty standard practice. It does pass link juice to the homepage.
