But from my acolyte position I would say 100,1% Tier 1 at worst, Tier 2 at best...
This said, why are you always asking for experts in your threads? What a playful word
Anyone who is a real expert would never answer such spicy questions.

Avoid testing on established site, it can go wrong on so many levels. Direct blasts on tier 1. Basically you need to burn one or two or more money sites to get working strategy with 301s directed on money site.

The redirector those not "proxyfy" the possible spammy profile of the incoming link. Therefore you put on risk the MS.

A website auto sharing million of twitt with url shortners bitly,tiny.
If google consider those URL shorters are coming from spammy profile how they people doing the auto sharing process.

The URL shorteners are the spammy links itself. Google take into consideration the "route" from where links come up to 3 or 4 bounces. So maybe, if you use 3 or 4 bouncers, you might diminish if not remove this impact.
But if you do this to avoid Spammy links you will be also avoiding the good link juice at the same time, therefore, it makes no sense.
