Hello there expert, I wanted some of your opinion on following issues:

1.Whats G's policy about duplicate content? Does it ignore it and never index it?

2. Will it consider and rank it if it receives proper social signals and web 2.0 backinks?

3. What does it think about articles extracted from article directories with proper citation? Does it rank them?

Help me out here, would you?

You may end up in supplementary index which will never rank.

There's no penalty. From what I've seen, it can still index but it won't show up twice for the same query.

At the very least, use a decent content spinner if you're trying to rank duplicate content?

The duplicate content mainly not hurt your website, unless it is not spamy.

If you are going to use the content from the web that use a good content replicator to replicate the content and also make the necessary changes by yourself.
