Experts Come in And Explain Tier 1 Network

Hi, I've browsed all through almost every thread on this forum, I love BHW and would stay here for long..

Here's my question on Tier 1 network, and also tier2, tier3, I didn't found any SEO related detail explanation on that via google, and other forums, but I usually read somebody's paper say, tier1, and things like that, link wheel related, I guest. so would some experts explain something here? as deep as possible, as close as possible.

I would like this thread to be discussed on topic of link wheels and backlinks strategy. show me your wise brain now, I want' eat it!
