Expert needed ! - Internal links optimized like images ??

Hi everybody,

Some guy got top rankings with competitive keywords.

He might have done some onsite optimization: he optimizes internal pages like images, placing its keyword within an ALT tag right after the internal linked page, exactly like a good image opimization.

Is it common use ? Is it something rare ? Does it really help ?
