What's the difference? Find links & content in hebrew, onsite SEO the same as before. It's no different. If your client knows places where to get links in hebrew, then great, other than that, use the tools available!

Hey find the sites which allows the non english keywords and post blog comments, forum posts etc., and make the site to top in google.
