The 3-day limit is probably from Twitter detecting unusual bot-like behavior. Following 800 people a day is way too high, even with proxies. Try sticking to 100-150 follows per day and avoid proxies if possible. Gradually increase the number as your account ages to stay under the radar.

You're hitting Twitter's automated activity detection because you're exceeding the daily follow limit of 400, which triggers temporary restrictions. By the way you can take hundreds of such accounts and while working with ones, limited accounts will take a rest.

Anything above 200 follows a day will lead to restrictions on Twitter, its almost impossible to bypass this.

I think the safe limit is around 450 per day. A couple of years ago that was the limit I used to avoid getting in trouble.

The 400 per day limit is for safety. Going over it, especially with the same IP, often triggers the 3 day restriction.
