The problem with the ipages affiliate program is that according to the Ipages Affiliate Agreement Section 7, Paragraph a, sub-paragraph x
A Qualified Purchase does not include "A purchase by a Referred Customer who received a popup with a discounted offer, while leaving iPage’s website during their purchase."
This means that if you send traffic to that site and they don't buy right away and the website senses that they might be leaving the site, they send them a pop-up offer of a reduced price and if they sign up because of that, then you don't get paid for the sale.
So you could send them a ton of traffic, but unless they sign up for hosting before the website thinks they might be trying to leave, then you will not get paid.
