he was basically just saying to be known all over the world and use the internet (aka youtube, soundclick, or whatever websites help you get buzz) then he was saying you can also go local to get your self noticed around for people in your area(community centers, etc). they might not have money but maybe that's not his point, he just wants to get his music out there. so he was just talking about certain ways to promote yourself and not to just be limited by one marketing strategy
