Evaluating Websites

I was recently told by a seller on Flippa that the 1st month initial earning of approximately $100-$200 was possible domains and un used PPC traffic.

Is anybody familiar with what this person is talking about? As far as I know most expired domains have the boring hosting ads or parked at Sedo, etc., so perhaps it's something else.

Perhaps he meant he paid for PPC advertising to bring in traffic for generating the $100-200.
