So I just grabbed this domain, links are solid, some of the backlinks are from google , google maps etc.
I checked for spam, it's clean. What would you do with this website ? it's a clean niche too.
 
Links from Google are not that valuable in my opinion.

was just an example. it has many 85+ DA website links. Is this worth setting up for small PBN?
 
Depends what "grabbed this domain" mean. If is "grab it for $1k+ at the auctions" then probably is worth something.
If is "I register this available domain" or "got it for $8 at Godaddy closeouts" - then it doesn't worth the registration fee.

I've bought expired domain names before and flipped for a great price so this is definitely worth the registration fee. I wonder if those stats are good for PBN? is it worth setting up ? or i'll just park it and sell in awhile

1) Hire a professional web designer and develop the site
2) Device a content strategy
3) Implement it
4) Hire help from BHW or some other place if you do not know how to do a particular thing
5) Avoid being I-KNOW-IT-ALL guy. If you stumble upon a roadblock, ask your peers, associates for help and suggestions instead of doing something which you might regret later.
6) Be patient, You have struck a gold mine, all you have to do is make it better so that you actually earn something out of it.
7) Don't Give UP!

Because there is not such thing as expired (available for registration) clean domain with 3k RDs. Nor at "Buy now" $10 price tag at the auctions. Such domain, if is indeed clean and with good links easily can cost $1500-2000 or even more. So if the OP got this domain at this price then is 100% spammed to dead. Thats why the price makes difference.

For me, I would try a money site route but it sometimes maybe a bit risky too.

I’m laying in bed atm will do full check again tomorrow . I checked on semrush and spamzilla , score on spamzilla is 17. The referring domains are all clean not spam and I can’t see just yet the spam to death bit. I really want to get into PBNs and I think this might be a good starting domain ? Anyway I appreciate the replies , It’s a great learning experience so thank you all for chipping in.

Just check the historical RDs - if they are like 10-15k and now are down to 3k that is enough. Also if there is 50-60 .EDU/GOV links - check them out - most likely they will be from Korean, Taiwanese, Chinese websites - with spammy anchors.
