I dunno about the best plugin out there for the cookie bar but the traffic you're seeing is probably ghost referral traffic, I think I read an article a while ago on blocking or filtering thoses trafic sources or even just hiding it from your GA reports... I think it was on optimizesmart.com, could be somewhere else though...

yeah that is just referral spam, they are trying to get traffic to their site through your analytics

It's becouse any site operated within the EU is legally obligated to show a banner that informs visitors that the site uses cookies. Funny detail though is for the first few years efter passing this legislation, the EU's own sites as well as eu cuntrys government sites didn't show the banner LOL

The Cookie Law thing is an utter joke.
I think it was the day before it was due to come in to force, the UK Government changed the rules. Before then you needed to seek explicit permission from the user to use cookies. That's no longer true. As long as you inform the user you use cookies then you're covered under the law. But the devs couldn't be bothered rolling it back. So sites you see from the UK that ask you to accept the cookies either haven't read the rules properly or are just too lazy to change it.

the thing about accepting them is not only in the uk but also lots of other different eu cuntries.
I guess there is a risk in not using the banner, however it seems to very marginal unless perhaps if you operate a major brand site with hundreds of thousands visitors per day. I haven't used it on my sites and nobody has yet come after me to hit me over the head with a big bulky book of useless and anoying eu laws.

it is law in the EU, all sites say it from soundcloud to the BBC, Amazon and Ebay. Ebay.co.uk says " By using eBay, you agree to our use of cookies to enhance your experience "
