The first is cheap electricity, the second is a reliable place, and there are many mining sites and applications

Don't mine ETH. The platform moves to PoS. There's also an update in July that lowers rewards. Most investments will not be worth it.

I recommend you buy ETH with the money you plan to pay the electricity bill.
