Seems like a lot of threads in this section are about selling SEO services to local businesses, can we predict how difficult it will be to rank a site for keywords, and how much off-site SEO sites in the SERP for our keyword are doing?

yeah just type your keyword into google and see how many search results there are. And then analyze your competition.
