Is this on Paypal? I was having this problem a few days ago, and contacted Paypal since it won't go away for a while. Turns out they block certain payments and processes if it is flagged suspicious.
Are you using a proxy of some sort? In my case, it was because I was using my mobile internet at the time (with ISP gateway proxy). As soon as my internet was restored and was able to login to Paypal with my usual connection, my payments went through without problems.
They say it's a security measure in place to protect users from suspicious transactions (or the like), and the reason would be on a case-to-case basis. Might be best to contact support if you can't figure it out.

its showing as you are using a fake paypal of other country and you are not using the proxy of that country to make payments so its showing the problem as u have been flagged its like your paypal account is Russian and you are logging in with an indian IP!

Same thing is happening to me - I use mobile broadband in UK
I recently started selling a premium wordpress plugin and theme package so people could silo their wordpress websites - and despite having a verified business account for over 10 years they've now stopping me making payments despite having a good amount of money in my account
I got pissed off after not being able to send money for over a week - so I sent PayPal an email - got a canned email response with lots of possible reasons - I sent them another email straight away saying they have not told me why
I'm going to piss them off with constantly asking them exactly why they're freezing my money, whenever they fail to tell me why in their replies

is your paypal is verified ? if not verify your paypal with all parts ! i mean verify credit card , Bank account , Address everything
What VPN network are you using because this is most likely the problem. I recommend using a VPS or unique private proxy and
stay away from VPN's
