When i try to create a business manager i keep getting this error

i do have a page now i need a business manager because its required inorder to use thing such as audience network

Has your facebook account ever created BM? Maybe your account is limited because it has created a BM account before.
 
You have to run ads on your personal account for 2 weeks or a month then you can open bm
 
Try all days and in different hours, that works for me.

Really? BM imediately doenst work at all or just harder than milking for few weeks?
