I had registered over 10 accounts using my local IP, but when I change my IP with VPN to register an account again, I got this message" error
Please wait for a few minutes and try again."

I cleaned cookies and rechange IP but still get this message. It lasts over a week,
Is there any solution？

vpn's are of no use for this purpose. better get some hq proxies if you have to do this in bulk. VPN will keep restricting you from creating new accounts & also such accounts get banned pretty soon.

@Pardesi thanks --- if the accounts where all tied to 1 ip its
possible insta is detecting the change. it could also be your
vpn ip is blocked at instas end... these days you should make
accs with 4g proxys
