error in submiting website in yandex webmaster tools

I'm getting this error when I want to submit my website to Yandex webmaster tools

Rights haven't been verified
We couldn't load the page because the response code isn't 200. May be server's settings are incorrect.

I used uploading file and putting a meta tag in the header section and both are ok
but the error doesn't resolve


HTTP status code403 Forbidden

but file is in acces

How is your .htaccess file? Maybe there's some rules blocking certain user agents or ip's.

Does the page load normally?
