Enough Server for a Video Sharing Site

I will publish it with a server other than cloud storage, right? So I will need both cloud storage and a vps, can you roughly tell me how much it can be enough for a project that has just started?

Usually Your developer can tell you exactly what would be the recommended specification of VPS you need to host his/her coded script.
But for most of the php scripts 4 core 4GB memory server is enough in starting.

Such web sites could be fast growing ones and therefore I recommend adding some extra gap for hosted solution.
