Encoded articles problems??

Hi BHW fellas.

I just have one question, is it possible to post the encoded (utf8, html coding) articles to article directories?? I tried many times for it, but the articles are already known as not a valid english when I tried to post them there. Any solution for this? And how I save the encoded articles to ansi without having error inside (usually the articles will look grabberish with question mark anywhere in the body) ??
