Emailer(s) - Gray Area, Possible Black Hat Emails

I have about 3,000 email records generated per day who are business owners that I am looking to email with my offer for creative web services.
The list is scraped from sources we think will have value, they are not opt ins, but since this is business to business and I'm only hitting these people once and only once, I figure there is more wiggle room than traditional spamming.

I have the creatives ready to go, but open to ideas. Looking to partner up with or pay anyone who can get high inbox rate, and decent results. Willing to test with you if you have done this before, I have nothing to lose as I'm looking for long term partners as there is no end in sight with the data available.
