Emailer Needed. Inbox Must. Short Term Project

I am looking for a short term mailing solution as below :

Need to send emails to a list of (approx) 3800 subscribers (I will provide list & message content)
Need to send emails Twice/week for 2 weeks (total 4 broadcasts)
MUST INBOX as I will insert 9-10 of my own email addresses to check if its inboxing or Not.
Budget is under $50 (for total 4 broadcasts)
