Email/ZIP submits that don't require cell number to convert?

Hey guys, the company I am working with has some grocery cards and other store gift cards that are e-mail/ZIP submits, but they require an e-mail, ZIP code, then on the next page they require a lot more information including a cell phone number that costs the person signing up $10/month for some sort of cellular ringtone service or something of the sort.

Is that normal, or do they have ones that truly only require an e-mail and a ZIP code?
