Honestly, there really is no "best". Most networks have email submit offers that will pay you anywhere from 1.20 to 2.00 for a simple email.
A smart thing to do is to perform a small "test" where you get 2 or 3 of your friends to enter their email in to see if it converts. If it doesn't, then dont use that offer.
