What email service providers are notoriously blocked by TikTok (upon account creation) ?
And which ones are allowed ?
Is it different from YT, FB, IG ?

Use most common one and you won't get flagged: gmail.com
Would avoid using privacy friendly and .ru email providers. Standing out of the crowd with a less known email is not something you would like to do

Sorry, forgot to mention that I excluded the big ones. So, from there, are yandex, gmx,... etc possible for creating a TT, FB, IG YT account? Does anyone here have an experience of successful social accounts with such 2nd rate provide (i.e no blocked account, no shadowban) ?

Yes it will be different for all platforms as they are owned by different people. Spammy mails like mail.ru are not allowed by platforma like Quora.
