I've used the imristo instagram scraper, just google it. Emails have to be publicly accessible though

First off, if you’re intending to mass-email people and acquire all email address, be careful, because this is in Instagram’s eyes spam, and they don’t allow spam on their platform.
To answer your question, if they have either included their email address in their bio (profile) or made their profile into a so-called business account and included an email call-to-action button, you can access their emails.
Now, there isn’t a way for you to mass-extract emails, so if you were to do it, you would have to do it manually, but yes, it is possible.
