Its illegal to purchase email data list, as there is no assurance of valid emails.
its good to create an email list with the help of double-opt in service.
You can integrate bulk of emails with the Email delivery service I use and in return the emails sent lands in the Inbox rather than Spam.
I Use Pepipost and I Will recommend you to try this service too.

I dont think that emil marketing is good nowdays. There are still less and less people who use gmail etc.. Secondly, you cant be on 100% sure that they read it. Or the mail will move to spam. Try to target on facebook/instagram. That is the place where a lot of people spend their free time now and maybe through this your conversions will go up.
