If they aren't opt-in, I wouldn't waste my time with it. You will be marked as spam very quickly and most of your emails will never reach the inbox. Instead, focus on building a opt-in list of your own. Its very easy to get people to fork over their email address in exchange for something that costs you nothing, but they find valuable.
